Works incomplete for 4 months

[Updated: The works have now been completed to my satisfaction. I have been offered an apology and a partial refund for the inconvenience. They have assured that this was an exceptional case, and this is not the standard of service that they strive to deliver.]

I booked and paid up front for simple works (<0.5day) to my home in November. Despite multiple appointments (8) over the past 3.5 months, this work has not yet been completed.
Engineer has not showed up once, I have had three visits where someone attended but couldn't finish the work because they didn't have parts / didn't have the necessary qualifications. Usually appointments are cancelled on the day, after I contact both the office and the engineer involved, so I have already missed work and rearranged my schedule.
Excuses have included: engineer is sick, engineer is on leave, van is broken, parts not available (and have not been ordered).
I am calling nearly daily now between trying to get resolution with the manager, main office and engineer in question. Despite being assured it will be resolved imminently (since January) I am still waiting and have been offered an appointment in two weeks time as they have no engineers available that can complete the work.
I have made a formal complaint to the company which has not been responded to. I have also complained to CIPHE (but they are falsely advertising that they are members). So far they have offered refund of parts, but this isn't acceptable as I have also paid for labour.
I would recommend avoiding booking at the moment, as there are clearly internal resourcing issues. As they require full payment up front, I would recommend using a credit card.
