bad system for returns

I have ordered several items from them, mostly ok but I ordered a jumper and wanted to return it. I had to wait about 2 weeks for a response as they have to approve all returns. They then contacted me and said they would refund 50% as the return would be to China at my own cost
Every other company do offer returns and it can be done easily
Is this legal that they do not refund the whole amount and you cannot return
