Extremelly difficult administration

Edit: after a month Informatique.nl provides a "solution" which is to return part of the money BUT charge me €109,95 for the software that their computer has installed.
I won't pay for software I've never asked for, I've never used, I don't own and I don't want.
Informatique.nl has to return the full amount.

One month ago I bought a computer from informatique.nl for 1806,49 euros.
After some days, the computer arrived with a defective graphics card and components slower than expected. Performance tests showed the system as working in the worst 2% percentile.
It was not the product I expected.
I asked for support to send the computer back, which Informatique.nl denied. I had to take a taxi to send this, which was not reimbursed by Informatique.nl either.
Now they have my computer and my money. I've been without a computer for one month. They don't pay any compensation either; instead, Informatique.nl said they wouldn't accept the return because the Windows activation is used. (they have an instructive that explains how to activate your computer with the code)
After 40 emails not helping, I want to contact the authorities to get my money back.
