Shambolic Slow

I have never in 20 years of dealing with Utility companies had such bad customer service. Normally if a tenant leaves a Unit and a new one comes in you can give a meter read and change over is the same day, oh no not with TGP it can take up to 6 weeks or more.
They give estimated readings on Smart meters ! So what is the point of a smart meter.
then proceed to keep taking money via direct debit even in in credit or they have hugely over estimated the meter read.
I have taken them to the obudsman previously.
Now today I have an email asking ridiculous questions relating to a refund they owe, all they need to do is refund the same bank account the money goes from.
then I am asked to carry out this survey on the representative who is base in CAPE TOWN !!!!
My issue has not been resolved therefore I can not give a review on the current person dealing with my query.
