I have received a penalty

I have received a penalty, i asked them where should i transfer for you guys to pay as i don’t understand the system it complicated.
The price will increase in like 2 days but no response on WhatsApp and calls dont go through
I have been responsible enough to let them know and ask for instructions/transaction details but no response
