The RNG is a completely random selection both with the allocation of tickets and the generation of the numbers called. We understand it must be frustrating seeing familiar names winning and that this can seem unfair. tombola has tried to limit this perceived problem by publicising all of our winners of all games in history and the last 50 jackpot winners for each game on the winners page. Some players do win more than once as a random selection is very different to an even share.
