Hello dear customer, 
you ordered from Switzerland, a non-EU country, in Germany, a country that is in the European Union. 
Therefore, customs duties are incurred when importing into Switzerland.
Switzerland has very strict regulations regarding the import of precious metals. 
This has to do with the fact that, on the one hand, they want to protect their own industry (luxury brands that produce wristwatches and jewelry), but also want to protect Swiss customers from buying inferior goods. 
The invoice you received from DHL is a random precious metal inspection commissioned by Swiss customs. 
Anyone who regularly sends jewelry to Switzerland, like us, has to register with Swiss customs with a responsibility stamp, which is then registered, which is a very complicated and expensive procedure, but of course we did it.
Swiss customs commissions DHL to carry out random checks to see whether the requirements are met and unfortunately invoices the affected customers for this precious metal test together with customs and VAT, since the customs duties are mandatory and the test serves the customer's interest. 

If we did not meet the requirements, customs would not wave through the ordered items at all, but would send the jewelry to the laboratory and bill us for the costs. 

As I said, these samples are only taken randomly.
I find this approach understandable, even if it obviously annoys those affected in this case. But these are the rules of Switzerland that everyone has to adhere to.
