Decided to rent from one of main Companies and chose Europcar. Got a small car at a reasonable price and not punished for dropping off at different City.
Okay the car was high mileage and had some marks but it didn't give any trouble.
Very trouble free return in Milan, nice friendly agent who signed return paperwork.
Will use again.
